An opinion is a legal document adopted by the Working Group on Arbitrary Detention regarding individual cases of alleged arbitrary deprivation of liberty as reported to the Working Group. The Opinion is based on the categories of arbitrary deprivation of liberty as provided in the Revised Methods of Work of the Working Group (UN Doc. A/HRC/16/47). Prior to the Working Group’s eighteenth session, “Opinions” were called “Decisions” (UN Doc. E/CN.4/1998/44. p. 4, para. 11).
An annual report is a report of the Working Group’s activities issued to the Human Rights Council.
